As was pointed out to me by @Overlord Jebus, Vorinism says there are 99 desolations, Brandon has said their was less. We should take the 9 desolations theory with a grain of salt till we see differently

Just thought about the white haired girl in shallan's lightweaving, We just got a painting of Shalash from the end papers this past week. She has white hair, she is the patron of the light weavers. What if Shalash can peer through the light weaving of others....... maybe thats what those crystiline looking masks meant in the painting.....

Could the listeners be breaking the spren out of the span reeds? That could explain the cities going dark perhaps?

Why Syl appears as human to Kaladin, she floats/walk unsupported, sits in a chair stationary in a moving reference frame to kaladin. As leaves she flies around, or a streak she flies. Pattern travels as raised ridges while 2d, but floats as a fractal ball in 3d. Wyndle moves only via his growing vines, not sure we have a floating example yet for him. The Voidspren while appearing as human at eye level had to be supported by, (sprenrock?) This tells me that the voidsprens' internal logic/rules/etc requires that she be supported by underneath, Not 100% sure of the implications but in basically every other way the voidspren was described as a contemporary of an honorspren with the exception of color and how she manifested. The fact that she was support by stone, connected to it, when she manifested as human means that stone is very important to the spren. much like wind is to honorspren, vines are to edgedancerspren (cultivation), stone is to void?

I think your first guess is right. The voidspren would notice that, the blade or the effects. The lighteyes is assuming

The void spren didnt float.... When syl is shown as a Human form she follows her own internal logic. The fact that the voidspren was at eye level due to a upthrust spear of stone under her is telling of how her type of spren interact with the world!

I have to think that the city's position above the storms, nearest the place of honor almost make it a giant battery perhaps? Or it just may be a callout that storm light is really precious right now... not sure ! but either way its exciting!
