My take on it is that there are 2 types of burgeoning Radiants: Proto-radiants and Squires. Proto-radiants have spren, and can use their surges immediately after swearing the first ideal, or even before that, like Kaladin did. The squires might swear the ideals, but they have no spren bond of their own, and thus can only use the surges via the KR that they are Squires to. Lightweavers are no different in that regard.
