    rule 303 says that Skaa are taxed "-2 atium per page" this should be changed to "taxed 2 atium per page", as taxing -2 is a double negative, meaning that it would mean that Skaa get 2 atium per page. this will change the meaning to Skaa losing 2 atium per page. if the meaning was that skaa get 2 atium per page change the rule to say that specifically also, 206, 201, and 603 (the last sentence) can be merged, just add to 201 "a post that contains only the High Prelan's official census does not have to follow any rule in the 600's"
