Brandon has pointed out that multiple Shards have taken an interest in Scadrial even before the events of the books and narratively as Scadrial is one of the most important worlds alongside Roshar which does have one it wouldn’t be surprising at all. 2

The sandstorm he created did seem like super charged sand mastery and kenton compared it to an angry God.

Maybe, like an unkeyed metalmind, you have to know you have it to access the power. But it still could still affect you even if you didn't know. It would explain how he survived things that would kill normal people, even before he got his powers. He went up against a full Shardbearer with nothing but a spear and won for Preservation's sake.

I don’t think Kell is a Dawnshard, but I suspect there may be one on Scadrial.
