A common theory is that the ability to see spren that Rock and Cord have are related to their singer heritage. It also seems that they can bond lesser spren to some extent (Rock drawing the bow of hours). A lesser form change and a closer connection to the cognitive realm in general. It's in his viewpoint chapter in OB. He mentions almost being able to hear some Rhythms.
