do windrunners have access to spiritual adhesion like bondsmiths

I'm pretty sure it is just exclusive to bondsmiths. I have no proof of it but it fits what bondsmiths are supposed to do (Unite) because it removes the language barrier but that does not hamper a windrunner's purpose (Protect).

I don't think we know.  I have been wondering about this for some time.  Given the numbers and varied backgrounds of the Windrunners it would certainly be useful.

in the first quote he could have been talking about the other bondsmiths with Spiritual Adhesion but i think he was referring to Adhesion in general based on the fact that Dalinar is the only bondsmith when stormfather said that

I kind of like the idea that it is something that the windruners get at a latter ideal like the fourth or fifth. 

(edit): think about leading a bunch of people from different places and not being able to communicate with them.

I am fond of the idea that each Radiant has a Spiritual form of their Surges. We have seen this with Shallan and Dalinar, and they were quite unique. 

It might be wiser to ask what his surge's spiritual form would be like. Considering his resonance is a large number of squires, and leadership is one of the two qualities associated with Windrunners, we may make an educated guess, that Kaladin would have a spiritual surge related to leadership. That would be related to spiritual adhesion, but functionally quite different.

I would say that Windrunners can use Spiritual adhesion but not at the scale of Bondsmiths, whose use of the Surges tend more towards Spiritual than the Physical.

Heck, their resonance might be a result of Spiritual gravitation & adhesion

Considering how linked leadership and communication are it would make sense for Kaladin to be able to talk to a lot of different people easily even if he can't do Dalinar's rebuilding trick.

It is generally seen as their resonance.  "Strength of squires" which is the combination of both surges.

Short answer, I doubt it. We know that two orders can have access to the same surge but use it differently.

For example, Shallan and Renarin's use of Illumination is totally different(Physical vs Spiritual) however we're not sure if this is due to the corruption of Glys.

We know it's Glys in that his Lightweaving was showing him the future and that isn't something Surgebinding does. It's Odium's influence enabling seeing the future. Now, we don't know what nom-corrupted Truthwatcher Lightweaving looks like for sure, but given that Transformation, Gravitation, and Regrowth seem to work the same across orders I think Bondsmiths are more likely to be a big exception to the rules than anything else. Truth watchers might just kind of... Have a different approach to Lightweaving given the artistic nature of Lightweavers. Either way we've seen both Shallan and Renarin dig for the ideal truth of someone, what amounts to their spiritual aspect, and use that in their surgebinding. But I doubt there's anything a Truth watcher could do with Lightweaving that a Lightweavers couldn't. Just different approaches.

Let's call that Spiritual Gravitation.
People gravitate to him, which is part of why Leadership is a primary virtue for the Windrunners.
