Jane smiled, those two were her men, stealth and infiltration. She had trained them well.

Mike grit his teeth in frustration. He felt lost, these guys seemed to be a lot more organized than they were. For a moment he considered to simply play along, they needed a plan, but then he decided against it. At least partially. If he let Syndicate decide everything, they wouldn't have a say at all. He already moved his men where it fit him.

"The plans?"

He repeated and then explained:

"I want to be a part of the planing, not listen to what you've thought of."

That was stupid, why did he explain something to this man? He should be strong, self-confident. Nervousely he added.

"Please?"

Which probably only made things worse.

"Fine." He replied, he then repeated his question.

"Can we borrow a board to write this up?"

Mike took the plans and looked them over.

"Sure. Over there in the room to the side is a board we could use. There's also a coffee machine and some chairs, so maybe it's better to plan there."

"Great. Bring only your most trusted members" Syndicate replied, stepping into the side room with his three companions.

Bella gestured towards Anne and Mark to follow her, then stepped into the room, grinning at Mike as she passed. Confident. Strong. He's really a good leader. Taking care of this well. She nodded to herself. If I die, he needs to take over.

Mike followed Bella, excited that she had grinned at him. He called towards their other members, invited them to come along as well, if they wanted to. He sat down on a sideboard facing the door and placed his notebook and the sheet of paper he was working on on his knees. Then he studied the plans again, thought of a good way for them to succeed.

Mike made some notes of his, it helped him to think about everything.

"Well, the greatest threat is the DA. They easily outpower us. Ghostbloods and Canton forces, with the right preparation we might have a chance. The Ghostbloods lost a large part of their army, so I don't think we need to count that in."

"We have some medical supplies here, and some other useful things. I could show them to you after this meeting, so that we can get an overview over our combined ressources."

"Regarding the other forces. We need a distraction and a smaller strike team. Make our target focus their forces and then hit them in an unprotected spot."

There's maybe ten rooms, they are on the sides. None are at front or back. Back wall has signatures, blood, and the Bloodflame logo, along with smaller logos of the gangs they absorbed.

Most sleeping is done on the right corner, near the entrance, where there is a bunch of hammocks and pads. Couples are either expected to have their own house or be willing to sleep in the corner. There is one exception, which is Mark and Pain, pain being the other from Railroad gang. They live in one of the side rooms.

Bellatrix finally spoke.

"DA has people, but they are weaker recently."

Maxwell walked over to where they were having a conversation, sat on a box, lit a cigarette and started to listen.

"They are still strong enough to ruin the operation. How about we cause a small containment breach?" Zara piped up.

"How would we do that?" Reft responded

"I snagged some credentials from a low-level denizen in the government building. It won't get us in the high-profile labs, but we can at least release a proto-inquisikidna." She replied.

"That won't work, we need you for the main operation" Syndicate cut through the conversation

"Yes sir" Zara nodded to Syndicate

"We can set a bomb at the government building" Jane spoke up the first time during the planning session.

Mike fell silent at this idea. It wasn't a new one, but still. To be part of something like that felt enormous. Dangerous. If their plan worked, he would be famous, feared. Respected. Maybe even by Bella.

She nodded. "I agree with Mike." She reached into her back pocket, pulling out a newspaper. "Guild war would be profitable for us. I suggest we can frame the Diagramists." Syndicate replied.

"We could spike someone, send them in under our control wearing Diagram symbol and clothes, we then detonate the bomb as he gets near the keeper representative. This will spark up tensions." He continued, watching the reactions of the gang members.

"Most guilds would be too suspicious of each other to help if the Canton gets attacked" Red realised.

"Exactly" Syndicate replied.

"Everyone ok with that?" Red asked the assembled members.

Mike thought about that an then nodded. Thankfully they were leaving the Ghostbloods out of it. He had no problem framing the Keepers for something.

"Sounds like a good plan."

"So who should do that?"

"Do you have any decent emotional allomancers? We'll also need someone who's familiar with hemalurgy and it's practice" Syndicate glanced as Mike as he said the last part.

"Red can build the bomb. It won't take too long." He continued.

Red nodded, writing under the title Threats. He wrote Red: Build a bomb that can be set at the government building. He then drew arrows pointing to the GBs and DA.

"What do we do for the precursors?" Zara asked.

Mike looked over to Bella.

"Do you have contacts that know how to do hemalurgy?"

He asked and then whirled his pen around thinking. He could organize someone, but they all belonged to the Ghostbloods. Same with the emotional allomancer. But he figured it would be unwise to ask some Ghostbloods to come here and work for Syndicate.

"Are you sure the Precursors are a threat? Apart from their hunt they haven't acted in a while."

"We could plant some false information about the Jackal, that could dovert their attention."

"The precursors are unfortunately a threat. From what I've seen they have a decent enough amount of manpower that they could help the Canton." Syndicate replied.

"The Jackal tip might work. But the message would have to be strong. A simple tip-off wouldn't get enough of the Precursors out of our way" Jane added.
"We need something big enough that a majority of the precursors are out of the way, but small enough that mass panic isn't caused."
