Like worst in a sense that it causes the most weirdness, chaos and just absolute despair for people. Only from the existing pool of characters in Cosmere. I'll mention the most obvious of them all. Any of the 5 Scholars would be terrifying as Dominion, and especially Ambition considering what they did in their life. Him as Preservation went fairly well considering how all vessel played their part. Even Vin did the exact opposite of preservation (kill alot of stuff as shard before killing herself) but the circumstances surrounding his ascension was indeed constrained and he already had a goal so it makes sense he did well. But yeah him and any shard sounds bad except maybe cultivation. Vin and Odium wouldn't make a good combination either. Vin and Ambition would be a little wonky as well. Clubs and Ruin would have issues, since with Clubs's whole artistry thing, he would probably be a very creative force of Ruining things, which sounds bad for the rest of the cosmere. A terrible combination is Shallan and harmony if her personas made harmony unfuse returning to the conflict between preservation and ruin.
