How does one get higher rank, by posting a lot?

That certainly helps. You click the green arrow in the lower right corner of someone's post to give an upvote. The upvotes show up in your profile and the green bar below your pic in every post you make. As you get more upvotes, your rank changes. For example, as I type this, your rank is "Spren," with a total of one upvote. I will upvote you in a second, giving you a rank of "Darkeyes," (I think) with two upvotes.

Getting upvotes depends on whether or not people like your posts, I guess. But don't worry about it too much. If you want to post, post. Some people are just not as rep-conscious as others. You stop caring about rep as much as time goes on. Some people like to just have a ton of rep. Some people like to have a 1:1 rep:post ratio or better. I have had both, but it doesn't matter a whole lot to me. Kobold King, for example, has a ton of posts and almost a two ratio. BenevolentTyrant has a 10 rep:post ratio, which is just insane. Anyway, hope that answered your question.

The rank 'half-breed' seems to have been changed to 'Noble-Blooded'. I didn't get to see the threshold, but I'm guessing from Rubix's post that it should be the same. To be clear, The epic Epic is Noble-Blooded at rep 17.

It's not really a spoiler that dragons exist in the cosmere. There's a whole series called Dragonsteel, and he's said dragons are in it.
