Asasasyn in White he/him
I am on vacation right now and I am standing there looking at the ocean and thinking ''Can Edgedancer move smoothly in water?'' So, any ideas here?
Doc12 he/him
In one of Dalinar's visions in Words of Radiance, we get this. Dalinar has a vision of a lake, and soldiers walking through a lake to find some sort of spren. A female radiant is with them, with Plate that apparently looks like Adolin's. When the Thunderclast emerges, we get this quote concerning the Radiant. Quote She raised her Shardblade and charged, stepping through the water with uncanny ease, as if it had no purchase on her. We're still uncertain which Order this Radiant was of, but hey, your question is answered. At least two orders of Radiants had a surge that allows them to move unhindered by water. It is likely to be an Edgedancer though, seeing as Friction is the most likely Surge causing this.

Quite right, but IIRC the knight in question got a red armor; meening it likely being a Dustbringer.

Yes but I don't know how much time you may hold Stormlight without release it passively from your body... Maybe the Shardplate would help with this but probably a Plate just catch the released Stormlight to fuel the Plate itself.
Patrick Star
Maybe, but a stoneward (and possibly either a willshaper or bondsmith) could probably walk ON water If SA ever gets made into a TV show/Movie/Animated series, we need to make sure that Tom Wlaschiha (aka Jaqen from GoT aka "Sexy Jesus") is cast as the first stoneward. Pathfinder
newsletter spoiler Spoiler Lift coats her entire body with "awesomeness" and states how even air cannot hold her, so no wind resistance. So if air can't, i'm fairly certain water can't lol.
Stormgate he/him
Dustbringers have the Surge of Abrasion as well as Division. The Radiant in question was likely a Dustbringer.
