So far as I can tell, it's stemming from a misunderstanding that outlines and research are one in the same, so they're saying that to write nonfiction you need an outline. Thing is, when I write essays or other nonfiction, I do a lot of research and I keep my notes close at hand. I just don't make an outline.

There's just a difference between making up the next couple paragraphs or even scenes/chapters up on the fly and having all the important book details down before actually writting it.
