The one where I work subscribes to a couple different comic book series, so they do stock the individual issues; but they're all in the children's section, so whatever they stock will be more youth-oriented. There's a decent-sized section for adult graphic novels (a whole shelf—mammoth for a graphic novel collection in a public library) and a smaller one upstairs for teens, plus a few other collections scattered throughout the system. I imagine it'll be a while before libraries have truly impressive graphic novel/ comic book collections, because librarians only recently began to embrace the comic book format as a valid form of literature.

There's a way you can block them, though I can't walk you through all the steps because I could never remember them. Go to Settings, click on Help, and search for "block." That should take you to a page where you can type in the name of the user you want to block.
