Thats on purpose.

Its supposed to be for the worthy, the ambitious, and (because she ain’t stupid) those willing to place their entire safety into the hands of Ambition.

But also… (who plays cultivation?)

With my planet complete, I deliberated. With these deliberations, I found a purpose. With humble guise, I contacted Cultivation, making an offer. For the Ambitious task of rebuilding Yolen, I would agree to train disciples of Cultivation, grow them to a prowess unmatched.

I would decline this offer. It may be wonderful, but I wish to purely Cultivate. That and nothing else. However, I may use this offer in the future. But it will be the future. Is that okay?

Sudowoodoo emerges out of the glowing pool of Whimsy... mostly the same personality wise. 
He looks at the power, the investiture flowing through his now incorporeal body, and immediatly gets a bit distracted making mini explosions (fortuneatly the other shards have left), causing even more destruction. He notices the planet crumbling around him.

He twirls around in a messy pirouette, and sends his concoiusness into the cognitive realm, or shadesmar, traversing into the ROsharan subastral.
He immediatly tries to eat a rock.

Amongst other things, Whimsy would find the great roiling power of the Shard of Dominion. A wall of compact darkness intent on blocking access.

A voice would come from it, flat yet terrible. ”What reason have you to trespass?”

This endeavor failed, I resolved to instead approach another, one Endowment, with the same offer. Should they send their best warriors to, I would strengthen them, Endow them with talents beyond what they thought possible.

So they traveled. He still wasn't sure where he should go. So for now, he chose a empty planet, intending just to rest. However, he saw potential.

He wondered what he could do and where exactly he was.

A breath, if a Shard would need to take one. “Kindly,” Dominion said, “leave. There is nothing for you here.”
