He made a promise not to harm people during the peace. Spren were seemingly excluded even from the start; the Azimir Shadesmar fleet was originally going to attack Lasting Integrity before Taravangian rerouted it. (Not sure if it was intended to take the city before the contest or after, but it was still on the table.) Likewise, there probably was no "Odium can't use the power of Honor to delete the spren" Oath because Hoid had no idea that there was something worse than his worst-case scenario.

Honor didn't seem to care much for the spren, but Honor didn't seem to care much for the people either - just the Oaths, which was Dalinar's point.

We know that being born on a Shardworld brings extra, innate Investiture associated with the Shard(s) in residence.

That's still different from the Spren that were explicitly created from the substance of Shards.

In addition to being costly, Retribution may not think destroying Urithiru is in his interests. Yes it is currently occupied by people who oppose him, but Retribution is not Ruin, he wants to rule everything not destroy everything.
