Lemme set up a hypothetical similar to the “oscillation”.  Two people are playing tennis, with two spare tennis balls. They hit a ball between them, and they technically have a continuous supply of tennis balls even though the keep hitting them away. The moment the tennis ball goes over the fence (or wall, or whatever barrier), neither of them have it anymore. It is gone from the equation, and they only have access to two.

The moment one of you uses a small amount of power to do something else, that power is gone from the equation.

The creature dives to the right, taking the blow on its side. It is flung down, but it comes for Cole to claw at him.

Cole jumps, stumbles, and flies backwards. He has no true idea of how to fight, but his higher reach with the tent pole is counteracting that.

So even if one wind generated by someone can power two people, the amount of life force they would get from it would be too low to recreate it. They only get power from the portion of the current they block, so if there is a big, giant wind that is slightly slow, they would get almost nothing from the wind. If it were concentrated on the one person, though, they would get much more.

The creature, however, who was using much more life force, seemed to be slowing, and when its feet hit the ground, they left bloody footprints.

Felicity could feel a large amount of a… harsh emotion emanating from the man. He had stumbled shortly before he would have collided, and he made a gasping sound, then retreating. He was dripping blood.

Ok, so the wind has to actually blow on you for it to work… that makes sense. 

Cole swings his saw at the man, accomplishing nothing. So he catches the man’s arm, and holds it still so he can actually use the saw. (I will not describe that further, partially because I have no idea what a saw would do to human flesh.)

A this sounded as the head fell to the earth, frozen.

The Burnt Man gave a reverential noise. “Yes… this is just the beginning, my old friend.”

She felt weaker, a drop of blood appearing, and Intellect sounded in her mind. Be careful with that one.

Something was wrong with Cole. Sure, she had briefly talked to “herself”, but that man had been doing so for hours, in a near constant one-sided conversation. She would definitely follow Mirth’s advice and try to avoid him.
