I thought about that, but if it's intent based why don't they react to the intent until after the blood is spilled? Also, would they react to killing then if there is no blood drawn? Let's say you strangle someone?

I don't think it's intent - accidental explosions trigger them. Red accidentally slit William Ann’s neck and that triggered them too. It seems that just blood in the air spilled by others triggers them. Even after William Ann’s got slit, Shades were still triggered by her blood:

Hmm, you're right.

Okay, it must not be Intent. Perhaps they read Connection, and when blood is drawn by another person, even if an accident, it forms a Connection that remembers that act.
