I love this.

Regency era is the best! Nobles, balls, Jane Austin-esque stuff, me RPing as Mr Darcy knock offs, Doctor Who style conversations...

OOOH, I wish I could change my vote on the technology to high level... just imagine a ball where someone like Doctor Who shows up with tech.

This would be... interesting. I'm not great at writing romance, but I'll give it a try.

Modern/post-modern feels like the best choice for the, if only because it doesn't require any prior knowledge of the era. Also magic is fun.

And I'm not sure about the death thing, but I guess it depends on how long we want this to last. I said some could because that seems like it could make it a little less dreary.

It might be fun if some characters knew of their impending doom but still fell for someone

I personally like WW1 for several reasons:

1. It has the simplicity of guns and gas so that we don’t have nukes.

2. It allows action to happen.

3. People can drop out on the front lines or join in a new recruit any time. 
4. It’s a commonly know event in history and it’s easy to research if needed.

5. You can be drafted or enlisted.

6. It gives a reason for people to fall in love, impending doom makes people think faster about marking off their bucket lists.

7. We can have a wide variety of people from different countries and such, forbidden romance???

8. Historical romance isn’t often found in rps.

9. It doesn’t need a magic system to be exciting.

10. Trauma!

I think they all know of their doom. That's kind of the point.

Well yes but like say one is going to die before the others and they know it is coming. Like say a terminal disease or something.

I don't think it's about the death. It's about coming to terms with death and falling in love despite of it, making good with the time you have. 

Mmmmm... this does make good room for foil characters...
