Blackroot
Something that I felt when reading, will need to reread to confirm... The Admiral is chasing Nomad because four Dawnshards together form a god-killing weapon. This implies to me that she already has one. We see the Admiral controlling shades, a power no one else has demonstrated yet. Could this have been the same admiral that once lead the Night Brigade to hunt the Evil on Threnody? If so, perhaps the Evil was a Dawnshard, and she claimed it, now centuries later she is hunting more. Again, very loose theory at this point, but would be up for hearing people's thoughts.
Forts Board
I have no clue about the finely tuned mechanics of that, but it would make since that the dawnshard would let the admiral protect herself by controlling the shades... Conversely, if she has a dawnshard, it would also make sense for all the shades to be dead

Seems logical but maybe i'm wrong haha.

Forts Board
I'm reasonably sure dawnshards can forge a connection...

Sigzil talks about the Evil on Threnody as if it's still around, so probably not. His musings about it make it sound way more like a Spliter gone rogue or something, which would make sense since we know that chunks were broken off when Ambition and Odium fought in the system. The Evil could be a combination of leftover and abandoned Investiture of both Ambition and Odium, since hatred coupled with strong determination sounds pretty evil. As for the Admiral being a Dawnshard, could be but I don't see it as more probable than other characters. She travels via spaceship instead of skipping, and the way the Night Brigade destroys planets is described as a lot of work, which would probably be different with a Dawnshard (given what seems to have happened to Ashyn. They probably let the Shades destroy the planet instead, would be my guess), and while she seems to be more or less immortal, there's many ways to achieve that in the cosmere. It isn't off the table, of course.

The extent to which she controls them is, from our point of view, unique. The entire Canticle civilization exists because they have limited control of Shades though, so simply controlling them isn't actually special.

The Evil is still on Threnody. Controlling Shades can probably be done if sufficient Connection is established, similar to Hemalurgic Control, or maybe exactly that - they are using Hemalurgy and want to spike Nomad. We already saw some limited control with Silence's grandmother - she’s never hurt Silence and allowed her to be pushed back into her "room". The Night Brigade are mercenary, they could get hired by somebody to get a Dawnshard, but it's hard to say as the book seems to imply it's their private goal. Just having a single Dawnshard is a terrifying weapon on its own. One Dawnshard destroyed Ashyn in a single moment. If the Admiral had a Dawnshard already, there would be no chase at all.
