The flashes changed. It was no longer men whose powers she took - she saw those she forced to follow her. The doppelgangers of Aventine, Jar Man, Exol, even Elan, others she couldn't quite place. She'd caused them some sort of debt to her, and forced them to join her. If they pushed back against her, she'd punish them.

Now, Rue understood why DG Aventine was mute. DG Rue had cut off her tongue. 

"Who do you think you are?" DG Rue said through the connection.

The flashes stopped, and Rue fell over backwards.
