So, responding to another thread, I had a thought.

Nomad quotes the "Silverlight Codes of Interplanetary Conduct" (specifically the "Refugee and Lost Expatriate Bill"). So, we know that there is some governance for Cosmere Interplanetary Diplomacy. We also know that the TimeTellers essentially pulled a "Russia and Kim Il Sung" and set up The Cinder King to become a tyrant to the people of Canticle - specifically by trading dangerous MagiTech and Arcana knowledge (incomplete - it's not like they taught him the five Ws of investiture).

So, was this event (or many events like this) the origin of the clauses about trading with "insufficiently advanced populations" as we see in Sixth of the Dusk?

It seems to me that if those clauses already existed, Nomad would have threatened them with reporting their conduct on Canticle.

I would not threaten somebody in a way that invites eliminating the witness and accuser, if I were alone among them and they were armed.

I am interested in the codes. I wonder when they were made, like, give SIlverlight is a group of worldhoppers and cosmere aware people, maybe they are pretty old. But they could also have developed after more mass-scale interplanetary travel started.

Considering that there was a network of interplanetary trade as early as TFE, it's quite reasonable that at least an early form of them existed during that time
