It’s kind of crazy to me that, unless something insane happens in Stormlight 5, there are 3 Shards and at least 2 Dawnshards on Roshar at some point. Not super plugged in to Cosmere stuff, but is this the highest concentration of Shards/ Dawnshards/ Investiture we know of since the Shattering?

Also that this story takes place many years after even SA5 (very possibly past SA10), where the Cinder King says the Silverlight guidebook taught him that Roshar is "where men become gods".

That could just be the grammatical use of a plural noun as a general statement for the set of all the things named...

...or maybe it's gonna happen to more than just Taravangian on Roshar in SA5-10.

Can it refer to the Heralds? Or people bearing Dawnshards?

Honestly it's probably just the grammatical use of the plural as a general statement about "men" and "gods".

But maybe it isn't. Heh.

And the Heralds, and the Fused... Yeah, you could argue that they should count as "gods", both groups having been referred to that way by their respective followers over millenia.

Oh, it is 100% after Stormlight 10. Stormlight 10 happens before Era 3, and this is in the ballpark of Era 4.

That also implies that the timeline between Era 3 and 4 is 100 years or less. Since Sigzil/Nomad/Zellion clocks spaceships as a thing that's happened in the last 100 years or so from his perspective. I guess that makes sense with the pace of technology exponentially growing.
