We have learned from SP#4 that Threnodites turn to Shades outside Threnody. Has anybody thought about the implications?

Consider this:
You are trying to get the barbecue lit and children are running around in the garden. Your Threnodite neighbor suffers a fatal stroke.

How is that issue dealt with? Segregated housing? Threnodite registration laws? Are you potentially dangerous if just your grandfather was Threnodite? There are obvious historical examples and I am personally wondering who the Threnodite Magneto will be, but a mean question looms. Would such laws be justified, even necessary?

Aux says they only turn into shades under the right circumstances. He also suggests that maybe they are not afflicted with that effect if they left before the shard's death. 

But for the sake of your question, we assume that these Threnodites can turn into shades. I doubt segregated housing or registration laws would be necessary. Shades actually seem pretty useful. They eliminate other predators and kinda act as a peace keeping force, preventing the shedding of blood. If the planet in question is rich in silver, just do what the waystops do, with the silver rings to create a safe spot. 

I think all that is actually kinda moot by the time we get to SP4. We have heard accounts of Nazh having a gun that basically shoots shades as ammunition. Clearly he found a way to contain shades. Just do that to any shade that appears. Make it a kindergarten emergency classroom drill with some catchy saying, like we have "Stop, drop, and roll" for fire safety.

No descrimination, no Nazi star badges, no ancestry registries. Just free ammo.

Well, no. Those killed by Shades continue for sure. That does not mean that others do not. Otherwise, how would the first Shade have arisen?

I love your comments Yumiya, this is most of what I was going to say. 

One thing I have to add though is that shades are a massive problem in Shadows for Silence only because of the already bad/violent life styles that we see the characters have. If shades were existing in a small modern town where everyone just goes about there day without needing to kill people, the shades would never be angered. Also then there would be much less death and so there would also be less shades in general. Yes, society would probably need to stop running and setting fires but besides that they are just chill ghosts. One actual issue is that they float through walls and might accidently kill someone in their sleep, but that's a different problem.

Do you have any idea how often small children run?

I just checked the coppermind and it has informed me that shades are only enraged when people move quickly at night. That means that children and the such can run all day if they want. Also children would definitely be aware of the fact that they will die if they run, the would probably be kept in silver circle rooms until they can be trusted enough not to run. I still think this hypothetical society would still be fine with shades, sure they would be mildly inconvenienced but almost no one would die.

Yes, Silence's grandmother was inside one and still died lighting a fire. Large numbers of shades can overcome a circle. And how much silver do you think this country has?

That would be like being fine with wolves living in you neighborhood, no one would actually put up with it.

People are prejudice and paranoid about the smallest of things imagine giving them an actual reason to be scared. They would commit genocide of the “shades” or use them as slaves. 
 

only small pockets of people would be willing to house such dangers. And even they might be targeted by the surrounding towns.
