I think it might have something to do with this as well, but I've always thought that he literally couldn't do any harm, not that he swore an oath not to.

"We need to get out of here," Cruz shouted over the winds, though he probably didn't have to. Up above, he could see Lena greatly reconsidering her choice not to interfere.

I see your point, but, I mean, his crucial mistake was greatly underestimating Taravangian, and rightly so. I'm not sure who else expected that of him. We do also know that Rayse had to have been aware of the sword, because we have a WOB that he was very afraid of it. I think.

It was his fault, he thought, he thought he could take out Lena, but he hadn't anticipated her preparations. But... she's a Yevon, a monster, killing an innocent child. And yet she was still there for him. Despite his easygoing and charismatic nature, and knowing all the regulars who came to his shop, he had still had no one. "I..." Cruz hesitated. He couldn't believe himself right now. She was all he had left. He wasn't going to lose anyone else. "I'll go," he said quietly, "And see her to safety."

Combined with what I was saying, it took centuries for the existence of lenses to lead to the existence of a microscope, and nearly another century after that before microscopes led to discovery of bacteria. And that 86 years might be longer, even, when rotspren so clearly cause infection.
