So out of all the applicants, sixty-five will be selected at random for consideration. From there, he'll personally narrow down the list to fifteen students.

What that means is that out of a thousand people, you have a roughly six and a half percent chance of being considered, and then a twenty percent chance from there of being actually selected. What that means is that any of us would have roughly less than one percent of a chance of actually getting into the darned thing.
