There's also the possibility of having long cooldowns I'm not very surprised, there are not a lot of way to do our favourite Boundsmith I've just realised I've been using some moba jargon whose meaning might not be obvious to everyone here so I'll explain them now. Rooted means unable to move (but still able to uses non-movement abilities). Grounded means unable to use movement abilities. Silenced means unable to use any ability. Stunned means unable to do anything. Unstoppable means immune to roots, slows and stuns. Blinded means unable to target, which stop you from using auto-attack and abilities like Szeth's Divided they fall and Dalinar's Surge empowering but not abilities like Dalinar's Adhesion or Szeth's Bring death.

Elantris happened centuries before TFE it's very unlikely they haven't solved this issue Fair Taldain is isolationist so I think they won't matter much to late era Cosmere Seems unlikely but heh why not I doubt they broke the pact in the literal sense, there's no actual Oath not to settle on the same planet just an informal agreement, whatever they were doing with Elantris could easily have been contradictory to an informal accord not to give too much power to human (which to be fair Ruin and Preservation also broke) but probably not breaking an Oath Logicsprens can make sprens withdraw and come forth so a Fabrial computer is probably possible. Seons and Skaze can be used to make Fabrials but I doubt they'd have as much different uses as sprens so you'd have to go toward Aon chains computers. For Scadrial it'd probably be more efficient to make mind expanders (give someone a lot of copper, steel and zincminds and they won't need a computer) First, Ettmetal doesn't explode. It react with water in a way that create heat and hydrogen, it's the hydrogen that explodes the ettmetal atoms themseves are fine. Second Ettmetal being the first material able to react with normal matter is already significant enough to the Cosmere in my opinion

Silence Evil: while Destroy evil is active Invested hands further increase damages and silence enemies instead of grounding them. Q - Bring Death: Szeth uses a quick burst of Gravitation to dash to the targeted location. Slice Evil: if Destroy Evilis active, Szeth also slash enemies with Nightblood, dealing damage. W - Divided they fall: Szeth uses Division to inflame an enemy within auto-attack range, dealing damages over time (short) Consume Evil: while Destroy Evil is active, flames of Divided they fall becomes black and drain mana from the target Szeth, the total amount of mana drained is hard-capped to two third of Divided they fall's cost (after cost reduction, not the base cost) E - You're grounded: Szeth increase the planet's gravitational pull on an enemy within auto-attack range, dealing them damage as well as slowing and grounding them, if they were already grounded they're rooted Contain Evil - if Destroy Evil is active, silenced enemies are also rooted R - Destroy Evil Szeth unsheathe Nightblood, increasing his Magic penetration, Armour penetration and auto-attack range Destroy Evil cost mana per second to maintain active, Szeth no longer has mana Nightblood will quickly drain his hit point instead. While Destroy Evil is active Szeth gain reduced incoming healing, shield and mana. Destroy Evil can be deactivated anytime by hitting R again

It's likely different Dawnshards amplify different powers, for example Change would increase Transformation and Cohesion while Known to bind would increase Adhesion and Gravitation and the hypothetical Inspire would increase Awakening If there's a Dawnshard on Scadrial it's most likely Hoid's one, so either "Survive", "Endure" or "Create", I could see these not significantly improving Allomancy and since Kel'd only have it for a few years he'd probably not be a Dawnsavant yet and wouldn't have the full immortality or the non-violence part Honestly the main issue with Kel being a Dawnshard before dying is that the Sleepless wanted to kill Rysn to get Change back so Kel dying would probably have freed his Dawnshard

The overlap between White and Green is mutual aid and so I don't think Devotion being Green rule her out from the being of the Binding Dawnshard What is Whimsy doing in the black quadrant? (or in the Destroy/Individuality quadrant for that matter) Whimsy will be blue/red or mono red not black I guess Mercy could be Boros (white/red) so yes this works Yes Wisdom is would be blue, no they doesn't work as an aspect of Change

If both the spren and the radiant are in the bubble (which would be what happen most of the time) then no Note that coppercloulds don't stop the sound of investiture, they just muffle it (otherwise how could you "pierce" them with an internal metal like bronze?) so it's conceivable it wouldn't muffle it enough to prevent them from hearing the Rhythms.
