I believe that advancing in skill is kind of a seperate thing. If you specify being a noncombatant or the like, that's a promise that in RP you will not be using your abilities in a way that makes them OP. Obviously this is a bit different, but I think it's a slightly similar thing. If you were to make it clear that you probably won't be super skilled with your abilities for a while and just ask for community approval when you do want that (which I'm about 86% sure you'll get) then I can approve the first one. Alternatively you can just use the second one, which is definitely approved.

Points come out to 160, which is just a tiny tiny bit over. I think it's more or less fine, just add or remove a little something. How worried are we about canon compliance? The talent doesn't fit super well with how they traditionally are (I.e. Something that sounds bad but has lots of good stuff). Also, oracles lenses don't work like that iirc. (sorry for the weird quoting, the shard is stupid occasionally) This came out as 170, which is just a bit OP. However, I suspect I misunderstood something going on with the powers. Feel free to let me know if I did, or add more limitations.
