Because anytime you get breath, even just a small amount you expirence a sensory overload.

not necessarily, because he saved up a lot of breaths 350 years ago (and sometimes acquired extra), but only had a couple by the time he fought Vasher

If he had awakened something, or stored his breath in an object he would no longer have them, having a lot of breath 24/7 wasn't neccesary for him, he spent the majority of Warbreaker at one or less, and likely had spent years that way.

No, he hides his additional breaths, only keeping one in him at a time. That way Vivenna doesn't sense additional breathes in him like she does with others who have horded multiple breathes. So he has his Returned breath, which is suppressed, and the standard one ready to be used at the end of the week, while the additional are stored in his clothes or wherever he puts them. Since he's only used to carrying the one, him getting a bunch at once does give him a sensory overload.

There is some way of having breath on you turning-off that breath in some way (Vasher does this).

Even then you still need 1 breath a week

Well Denth would likely select one and turn it on to consume it (or maybe the body will reach for a turned-off breath on it's own). Denth seemed a little more mentally out together than Vasher and likely had made better arangements to resupply breath.

As said by others, he still had a bunch of Breaths saved up from before. The requirement is not that you need to get one a week, you just need at least one a week on top of the Divine Breath. So, for instance, Susebron could go a very long time without being given more Breaths, he should have 75,428 going off of various statements, so could last for that many weeks without any extra Breaths. 527,996 Days or 1446.5 Years. 

So yeah, it is heavily implied he just has a lot stored, and takes it out to survive before storing it again. He had an absurd amount at the Manywar, and needs at least 17,004 to have survived without getting any extra. 

And also, yeah, a sudden influx of a bunch of Breaths causes a paroxysm of euphoria. This is how he managed to kill Arsteel as well as Denth, taking advantage of this temporary paroxysm.
