(For example, there's that odd spren in Iri that has a ton of Investiture, but didn't become a Radiant spren.) To become a Radiant spren requires some different things. Those skills remind me of the Bondsmiths, but we'll have to wait for the fifth book 3

Cusicesh doesn’t show any signs of intelligence superior to other spren, he just does the same thing every day, at the same time, in the same place. 1

Still, if Cusicesh would have worked I doubt they'd have stayed at three boundsmiths
