Is Tonk Fah a world hopper?

I just finished rereading White Sand after reading Warbreaker. In volume 3 of White Sand, Tain shows Ais a body in connection to the Sharezan investigation. Tain says that the guy's name was Rennold "the Tonk" Pharl. Is there any connection to Tonk Fah in Warbreaker?

I would say no. Tonks are the names of the riding creatures, so he's just called The Tonk like someone would be called The Donkey.

Isn't White Sand several thoushand years before Warbreaker? So I don't see how that would be possible.
