Wonder of wonders, arclo just happens to show up in that city. So maybe they thought he was the supposed lightweaver because he changed appearances all the time, like when he changed from darkeyed to lighteyed. 2

I didn't actually catch that detail until a few re-reads later myself (and possibly being tipped to it by someone's offhand comment on this board).
