Because otherwise Ruin wouldn't let him create, which is what he wanted to do. He always planned to betray Ruin in the future. But then trapped him delaying the destruction, while setting up as plan which would allow somebody to stop ruin. He didn't completely break the promise just delayed it and allowed others to stop ruin before ruins plan came into fruition.
