The shades and presumably the evil are both manifestations of investiture

We don't yet know their actual magic system.  Presumably it is related to the shades.

We do see some speculation by Khriss in the Arcanum Unbounded that an Investiture System may have existed on Threnody prior to Odium's Splintering of Ambition. She also speculated that rather than Ambition, the magic may have been there before the Shattering of Adonalsium. Anyway, after Ambition's Splintering the planet has been irradiated by Investiture, resulting in people turning into Shades. If the magic still exists, we haven't seen it yet. But we have seen a hint of magic tech from Threnody in the Mistborn era 2 broadsheets (in Bands of Mourning, the Nicki Sauvage piece in New Ascendancy), where a man, who seems like he might be Nazh uses a gun that shoots out a Shade.

Exactly my thought. Perhaps the Threnodites will figure out how to harness Shades? Perhaps they were messing around with Shade tech and somehow caused the Evil?

Likely, but not the only explanation. Given that this is Nazh, he may have been using Siverlight technology.
