Syl was the only Honorspren left of the first honorspren that the Stormfather created. After the Recreance, the Stormfather created only 10 more honorspren. All current honorspren are descended from those 10.

Not to split hairs but he only says that Syl's 9 siblings were destroyed any number of honorspren that Honor made could have survived.

"Remake the honorspren" makes it sound like there's a pretty good chance that most of them were either deadeyes or couldn't be found.

Or just that the numbers had fallen to small enough levels that the making of 10 more was a major event in honorspren history.
