Extremely doubtful. Taln was the Stoneward, and even over his course on Braize that never stopped. If there was any Herald that wouldn't change their Order, it'd be him.

4.5 millennia of torture can change a person.  We actually have no idea of what Taln is like when he is lucid.

We have a little bit from him when he was lucid, where he expresses that he's happy the people of Roshar were able to grow for once. If that was indicative of his total mental state, he hasn't changed. He was happy his sacrifice meant something, and that seems like a very Stoneward thing.

Not a very Dustbringer thing, to me. (I'm still in the "Ash will become a Dustbringer camp.") Good person thing is debatable, because as you said, 4.5 millenia will change people, good or not. The rest of the Heralds, no doubt, started as good people that wanted to protect their people and you saw what happened to them. Taln is, as acknowledged within the books, a very nearly archetypal Stoneward: dependable and strong. There is no one better suited to outlasting that time and the torture that came with it than him.

I really like the ideas of Balat, Redin, or our Herdazian general being Dustbringers. Each of them could seem to fit for one reason or another. Thinking about this really makes me wonder who could be a good candidate for any order. I am really just looking forward to getting lots more radiants around.

It does fit but also important to remember Brandon has said that Balat’s actions are a result of the influence of a unmade, at least I believe that Brandon has shared this with us. That doesn’t rule out your theory but does provide another explanation of Balat’s actions.

I think he said something more along the lines of the Unmade exaggerating problems that Balat already had. I don’t think the Unmade could completely cause tendencies like those Balat possesses out of nothing.

Personally I am leaning towards wanting the Herdazian general to be a dustbringer because the order seems to get a bad rep, and based on one of the epigraphs (the dustbringer who loves her family), I feel like it would be good for us to see a dustbringer that isn't "nefarious".

Yeah. He needs to go. He is no longer even working for the interests of Jah Keved anymore. They need a King desperately

Completely agree with this - they are supposed to be brave and obedient. I guess Malata might have both of those traits, but she certainly hasn't demonstrated them yet.
