It was built by the Dawnsingers who can be considered as monsters from biased human povs. It is currently the residence of battah'elin. It serves as the royal treasury so lots of gems used for illumination. They also contain investivure in the form of Stormlight. And of course the intellectual resources are the books. And it's in the city of Kharbranth. 2
