There was a point in WoK where he did not (the crime boss guy?)

We can assume he has extras due to the lack of shardblade damage (both endings of his fight with Kal are canon last I checked, somehow)

He probably wears them for the sake of making it clear who he is, seeing a near mythical entity coming at you would stop almost anyone non-lethally with no effort.

He was commanded to by the parshendi, it was their custom to send assassin in a way he can be seen, so the targer knew what was coming. After that Vargo made him continue to wear white slaughtering to ensure everybody made the connection.

As to why he still does it, I thought it was for our benefit in ED, or may be a habit at this point. Otherwise I don't know.

But why does he want people to know who he is, now that he's not Assassinating his way across Roshar anymore? The old him is dead- literally- and I'd think he wouldn't want to be associated with that person anymore.

I hope it's not just for the readers. I'd be very disappointed if his clothes were the sartorial equivalent of an "As you know, Bob" speech.
