So what is up with Syl and Kaladin? Is Syl a very special windspren? Is Kaladin a special person? Or is there some sort of connection to them? Why does Syl exist in the Cognitive Realm, where most windspren don't? What do you guys think?

Your answer is in chapter 67 (page 913 of the ARC version of tWoK).  Kaladin is faced with the decision to either escape Sadeas' slavery with his men, or turn around and save Dalinar Kholin and his army from certain death.  As he's about to run away, Syl finally 'remembers' what kind of spren she is:

"I bond things, Kaladin," she said, turning and meeting his eyes.  "I am honorspren.  Spirit of oaths.  Of promises.  And of nobility."

I believe this explains why she was able to play pranks on him by sticking things together early in the book.  It's looking like any of the supposed "windspren" who play similar pranks are actually "honorspren" who don't remember who they are, but this supposition could be incorrect.

I so didn't think about that. It would make sense that the windspren are just unbound honorspren, riding the wind to try and find someone to bond to. But does that mean that there are no such things as windspren, or cant people just not tell the difference between a windspren and honorspren?

Well, going from the Pokemon analogy, honorspren are just evolved windspren. ...Okay, maybe the Pokemon analogies can get out of hand.

More importantly, how does an honorspren (or, like Deano suggests, a windspren) bind with a person?

I think the bond exists on a spiritual level. I know Brandon has mentioned that the spirit realm is part of the magic systems of the Cosmere, though I don't fully understand what that means.
