Welcome to District Bob!

(Originally Districts 8, 9, and 10. If your oc is from these districts, they belong here)

(Credits to @Ravenclawjedi42 for playing Bob in the Stormlight Hunger Games)

THIS IS OPTIONAL

Here is a base summary of how this works, to find more details please look into the labeled spoiler sections. (Please note that this post will be edited after games and the continuation of the story line, so check back frequently because this will be updated)

After the rebellion against the capitol, the group of rebel freedom fighters took over. They split the 12 districts into 4 districts, each named after one of the four suicides during the Stormlight Hunger Games. These 4 districts have been separated been separated by wire and electric fence in hope of keeping some order. In order to travel to one of the other four districts you must get permission from the head of your district and travel one day by train. (OORP note: You do not have permission for your character to leave the district and go to another unless  you PM @SmilingPanda19 and get your character a ticket, there are no exceptions) 

ABOUT YOUR DISTRICT:

History: District Bob was named after the tribute who committed suicide during the Stormlight Hunger Games. He was a young man born from District 8 who fought and died in the Hunger Games. What is notable about his death is the fact that he chose to die in order to hopefully save anothers life. To honor his noble sacrifice this district has been named after him. 

Official Color: Green

Original Districts: These three districts combined into District Bob  8 - 9 - 10

Specific laws and regulations for capitol born citizens and district born citizens:

DISTRICT LAWS:

Failure to abide by any District Laws is a Criminal Offense 

Law One 

All family members related to a past dead tribute will be rewarded with an estate of two acres of land in the tribute’s birth district. For every ten people inhabiting the two acres, another two acres will be added. 

This law extends to four generations both younger and older than the tribute. This law also extends to the second cousin. Anyone found on property past these restrictions are prohibited by federal law.

Upon the death of the last of the tribute’s lineage who is within the bounds of the law, the capitol will receive the land back. The remaining items and possessions of the lineage are to be removed by 120 days after the death of the last ‘heir to the estate’ has passed. 

Law One: Section B

Alongside of the estate, the capitol will provide five additional tessera for each member of the lineage living on property. This will be delivered five times a year, one tessera ration each time. Anyone who does not accept the tessera does not have the option to gift it, it will be taken back by the capitol as a humble donation. 

Law Two 

By order of association, anyone found to have had a pre-marriage sexual relation to a capitol citizen, both child and adult, will be officially considered a capitol citizen and will continue to be for the rest of their lives. 

Any child conceived by a district born citizen and a capitol born citizen will be considered capitol born. (Please see part 1 for information on the district born parent) 

Any child conceived by a capitol born citizen and a capitol born citizen will be considered capitol born. 

Sexual relationships between capitol citizens and district citizens is strictly forbidden, and non-sexual relationships are highly monitored. 

Law Three

If a child is of capitol birth, it will stay with its mother until it is two years of age. If the mother is of district birth, she will be immediately discharged from district society and officially a capitol citizen. 

If the child is two years of age it will be removed from the family and transported to its chosen district location to begin its trade education and work. Peacekeepers will keep watch over the capitol children during their time in the districts. 

Law Three: Section B

Capitol children are permitted to receive mail once a month and send mail once a month. This is known as the traditional ‘mail call’ where on the 5th of the month they will receive mail and on the 12th of the month they will have the ability to send mail. 

 Additionally a two day long trip is held on the child’s 4th, 8th, 13th, and 16th year (birth year). They will leave on a train at dawn and arrive by supper in the capitol, spend the night with their family, and the next morning be transported back via train. This will only take place if the child has a spotless criminal record. 

On a child’s 19th birthday they will be transported to their permanent location, either working in the capitol as a servant, or in the factories. At that point if the capitol child has either a spouse or a child under the age of two years, they will be transported with them to the same location, if they do not have either a spouse or a child, they will be transported to work with any familial family that is still living. If the said spouse is under the age of 19, they will remain in the districts until their 19th birthday. 

Law Four

Capitol children while their time in the districts must complete all chores and tasks their peacekeepers assign and must follow every order given to them. 

They are to respect every district adult and child as authority as they are a class higher than them. 

A capitol child is prohibited from exiting the assigned district unless permitted by the head peacekeeper or a game maker themselves. 

A capitol child has free reign to roam around their assigned district as they please as long as they follow the parts above and below. 

Law Five 

Punishment for a capitol child in the districts include, but is not limited to: Flogging, humiliation, temporary starvation, beatings, and others. 

Punishment is limited to death unless approved by the head peacekeeper or a game maker. If a child is killed without the consent of the head peacekeeper or a game maker, the peacekeeper will be removed from their position and sentenced to servanthood. 

Any and all injuries and/or deaths outside of the peacekeepers control are not the fault of the capitol, nor are they responsible for providing a burial. If a capitol citizen is murdered, the murderer will be dealt with by court. 

Law Six

Travel between districts and/or the capitol is strictly forbidden if:

The traveler has a criminal record

The traveler has not gained approval from a game maker

The traveler is a child of a Capitol citizen

All travel papers must be filled out and sent to the Capitol to be reviewed. 

RP LAWS:

No. Killing. Anyone. You’re NOT IN THE ARENA YET.

You must get a train ticket from @SmilingPanda19 in order to move or transport to another district. 

You are allowed to play more than one character, but you must have one capitol born child between the ages of 8 and 18 who can be reaped for the next hunger games. Any other district and capitol characters you have need to follow the guidelines we have set. 

 

Current Situation: PLEASE READ

After districts 8, 9, and 10 combined and were established, the rebels rounded up all the capitol citizens. The Gamemaker Headquarters was flushed of capitol citizens and replaced by rebels. For these next hunger games everyone who is participating will be a capitol citizen. That means you will be playing a capitol child in the next hunger games. The capitol adults have put in prisons in the former capitol and the capitol children have been divided into four groups (siblings and families have purposefully been separated) and spread among the four districts. There they work as servants and poor folk. NOTE: The capitol children in the districts are between the ages of 8 and 18, this is different then most hunger games. You do have permission to play a younger character.  You may also play people in the districts, or district born citizens (both adult and children) but they will not be in the hunger games. You may not play a capitol adult at this time, only a capitol child in one of the districts. YOU MAY ONLY PLAY A CAPITOL CHILD IN THE NEXT HUNGER GAMES, NO EXCEPTIONS 

You may choose which district your capitol child has been stationed in, but once you choose you can not change your mind and choose another unless you contact @SmilingPanda19

The sun blazed overhead on the birthday of Sunny Bob, though they did not need it. In his opinion, Sunny Bob had the worst nickname out of all of his friends, it, to him, sounded extremely bad. The basis for the name came from the symbiotic relationship with Surajad that he was a part of, allowing him to bring light and heat into existence via the aethers. Sunny Bob still didn't quite understand how it worked. 

The birthday was inside of a building, so they couldn't access the sun anyway through it's nonexistant windows. The darkness did not affect them, though, as they used Sunny Bob's power to light the place up. Sometimes he felt that the others were just using him for his powers.

But then he remembered the care they used, the grief they felt when one among them died.

It was important that the party take place inside of a windowless room, as one among their number, Rich Bob, was a Capital Child. Rich Bob's father was from the capital, although him and Rich Bob had never met. Rich Bob had been raised by his mother, from District 8 before the rebellion. Ironically, Rich Bob was now the poorest among them.

Rich Bob's peacemaker was a cruel man named Bakh, and it was important that the new government did not see the way that Rich Bob looked at Tough Bob, and the way their mouths found each other in the corner of the room.

The other reason for the secrecy was Smart Bob's mother. She she called herself Gill, though everybody else called her Nancy for unknown reasons. She came to the party with a portion of her tessera for the Bobs to share and consume. This was illegal, yes, but Nancy was always a rebellious type.

But today, Sunny Bob would not worry about the law, or the loss, or the rebellion. No, today was his birthday, and today he would just have fun.

He hadn't had fun in far too long.

After the party ended, the Bobs went their separate ways to their own dwellings, some better than others. Sunny Bob, as he walked home, saw a figure standing alone dejectedly. Sunny Bob decided to try to cheer this person up, even though he knew it would almost definitely be unsuccessful. Sunny Bob, no matter how hard he tried, had never been the best at social interactions. 

Sometimes he wondered if that was why Gooey Bob had left, during the night after Punchy Bob’s death had been broadcasted on television. Nobody knew where he had gone.

“G’devening,” Sunny Bob said to the figure, smiling. Too direct? To stalkerish?

Ash lay amid some hay in the attic of a building. He had been there for some time, and rarely left. Because each time he did, it was all the more likely somebody would find him. He was mostly comfortable. It was nothing compared to the bed he had grown up with, but it served him well enough. He lay there, watching the windows light slowly move across the short ceiling. 

Some time later, Ash heard the sounds of some footsteps nearby. He peeked through two of the boards on the wall and saw a few kids following a man, carrying buckets of water. He wasn't sure what was worse, being stuck in this tiny room all day or being forced to serve a harsh master for the rest of his life. For now, freedom was what Ash wanted. 

So he continued to hide in the attic of a building, trying to feel freedeom in his confines.

It was the next morning now. The owners of the house Ash was hiding in had left an hour or so ago, which meant he had some freedom to move around.

Ash continued to move around quietly regardless, not wanting to accidentally draw attention from nosey neighbors. He quickly grabbed some food from below then snuck back up to his small room. 

His heart rate didn't begin to drop back to normal until well after he had returned. 

The food was pretty good. Nothing like the meals his parents had fed him three times a day for his entire life. But at least he had food and didn't have to haul water for the rest of his life to get it.

"All evenings are good if you make them so. It's all in the mind. Don't let them stop you from smiling, it's the one thing that they can't take from you." That defiitely sounded weird. Too cheerful and wise. It didn't help that I was basically quoting a book character.

Aaron hacked at the thick tree, face red and sweaty from the exertion. He’d never been a large boy before, but the hard work in district Bob had taken any excess weight he’d had and turned it into corded muscle. His life in the capitol was nothing now, just the past. All he had to worry about now was his work, and that involved felling this tree.

Ash snuck up to one of the district's wells. He glanced around to make sure nobody was paying him attention, then lowered the pitcher to grab some water. It was risky for him to come out when there were so many people about, but he had to drink water. 

He raised the water up and quickly put the vessel to his lips. The water was refreshing, and Ash quickly lowered the vase for another drink.

“Excitement.” Sunny Bob looks contemplative for a moment. “I’m very glad I have not very much excitement in my life. Excitement is…can be…bad. Very bad.”
