In order to change the texture according to the durability, you need access to the models, because that's what defines which textures correspond to which item. That's why the vanilla tweaks one only does tools.

As for cosmere mods or texture packs, I believe both Stormlight mods/servers and an Allomancy mod exist already. Personally I would go with a mostly vanilla server with some QOL mods possibly, but I'm not super experienced on installing those anyway. I've been in some Minecraft servers with Sharders before but have never done a public one. I'd be willing to pay some of the hosting costs depending on what we used.

There are some pretty lightweight shaders out there. Kind of depends how bad your computer is.
