A couple of quick points Scadrial essentially has nuclear weapons as of TLM. There would be very few, if any places that could survive that, except maybe Elantris or Urithiru. Radiants are stuck on Roshar, and Elantrians can't do much away from Elantris. Allomancy, Feruchemy and Sand Mastery don't have any such limitations, but are weaker than the prior. @Frustration has created a lot stuff ranking how powerful different planets are types of investiture are, so you could check that out. -
