Do they count as twins if two married women are artificially insemenated and give birth at the same time or is that a legal gray area we need to exploit

Even if identical twins married identical twins, and each couple had a kid at the exact same time, the kids would biologically still only be siblings.
Twins mean they share a womb, they're produced from the same pregnancy, so being born at the same time isn't what makes them twins.
