    Mistborn take investiture from the shard of Preservation, not Ruin. The shards being combined does not change that. Again, all the Rosharans have to do is create anti-tones one time, and they never have to find them again. Scadrians don't even know that anti-tones exist.

    Then Kelsier walked into the room. He was not pleased to find Lift preparing to eat a poisonous slug. "For the hundredth time Lift, just because you're immune to poison, it doesn't mean you can eat poisonous things."

    But Lift refused to die. She had ascended from her role as a simple character, and become a fanfiction creation. Brandon had no power over her now.

    But she couldn't do that, sadly. The narrators denied her wish.

    I don't think it matters. You don't need a different tone for each order of KR, so I don't think you would need anything other than Preservation's anit-tone to shut down a Mistborn.

    Twice, just to make sure. Then Lift killed Odium and Ruin, taking those shards for herself, becoming the shard of Vengeance

    Then Lift killed his ghost.

    The took her wrath out on all who had shunned her. (Which was everyone)

    So Lift went on a vengeance arc.

    Lift's ghost wandered the universe, shunned by every being in existence.

    Everyone was very sad.

    But the biscuits were devastated. (And Lift died.)

    (Not that Lift managed to stop it from exploding. She just ate it.)
