Can Lerasium be soulcast? Could a Lightweaver or Elsecaller turn stone into Lerasium, Atium, or Ettmetal?

I feel like Shallan had access but it isn't mentioned in the Coppermind.

6. Sadeas realizes his true Calling is to unite Westeros instead and leaves
7. Rock and Lopen start a restaurant called the One-Armed Herdazian
8. Lift eats tons of chouta and farms stormlight at the OAH
9. The economy collapses due to the aforementioned farming
10. Moash becomes a Highprince but then goes to Reshi Isles because that was hard work and he wants a vacation
11. Venli becomes a full willshaper and makes statues of Eshonai everywhere
12. The Parshendi decide that the whole war thing was a bad idea and go to OAH to eat pancakes
13. The Parshendi get into a pancake eating contest with Lift and lose
14. The Parshendi go massively into debt due to contest
15. Debt starts another war

Ten orders at School:

Windrunner:  Class President. Flies to and from school.  

Skybreaker: Slaughters everyone at dodgeball and yells at people who are out of dress code. 

Dustbringer: Famous for setting the school on fire after failing a test.

Edgedancer: Slides around between classes and "accidentally" grew the principal's orchid into a massive monster. 

Truthwatcher: Always tattles on everyone and is the class gossip, sometimes lightweaving things that didn't happen so there is never a dull moment. 

Lightweaver: Lightweaves homework into a completed state, forges signatures on permission slips, and hides the sound of the bell so they are never tardy.

Elsecaller: Soulcasts annoying teachers into smoke and teleports to get to class. 

Willshapers: Occasionally removes all tension from school so things liquify.

Stonewards: Block off corridors using stone. 

Bondsmiths: Tried to unite all the cliques, failed miserably and is now an outsider.

The fourth was Yllish. 

Oathbringer, because there is so much character development and the ending is amazing. A close second is Mistborn: The Final Empire because it could be a standalone, I like the magic system, and the plot is very well thought out. 

I was carrying these around and I covered the covers almost all the time because the art was so bad. It looked like a bad romance written in the 1970s by a lonely housewife desperate for adventure. I am petitioning to rename LoC to "Disproportionate Men In Loose Shirts Flexing In Front of Swooning Ladies". And Moraine(?) serving the others tea on TSR makes no sense. She had them serving her tea in the first few books. 

Allomancy. I would have chosen surgebinding, but having to follow the oaths would be a drawback. Stormlight would also be far more difficult to obtain than common metals. (excluding atium, lerasium, and ettmetal)

Of note is that only Sunraiser has these glyphs.  I think the glyphs on the blade are purely for decoration. However, the fact that there are exactly 20 pieces of armor is rather suspicious, given that ten is a sacred number on Roshar and there are ten glyphs on the blade. Maybe glyphs correspond to armor?
