... how effective would modern weapons be in the world of pokemon? I mean, in non civilised places, you can't go 5 steps without encountering an animal that can fire Lazer beams from its mouth, or shrug off what is effectively an RPG to the face, or dodge things moving at mach 10. Unless you've got, like, a 50 cal LMG with AP-HE or something, you're DEAD once something stronger than a pidgey aggros you. That and the humans in pokemon seem to be at least town level in durability, so, yeah, that's the in-universe explanation as to why you never see any weaponry in pokemon games, they're useless. 

tldr; why bother with messing around with black powder and some fancy pipe that takes ages to reload when you could just teach your plant-cat-dog-rabbit-fox to spit seeds very very very fast.
