I think this points to a future of internal peace on Roshar, with Odium focusing his ire offplanet and some Radiants like the Skybreakers choosing to continue to work with Odium. I don't think it's direct war between Scadrial and Roshar. Just expansionist factions from each butting heads around the cosmere. I'm a bit late to this, but in The Sunlit Man: Spoiler The Scadrian Scientists are highly concerned about which order Nomad belongs to, he lies and says he is unoathed and therefore has no position in "the conflict." Therefore it maybe something closer to Skybreakers VS Ghostbloods rather than Scadrians VS Rosharans. Hell, maybe even Windrunners + Ghostbloods VS Skybreakers + Seventeenth Shard or something like that. Possibilities are practically fractally endless.
