Fused numbers

Reading ROW, i found something odd regarding the number of awakened used.

The number of acrtive windrunners is explicitly stated in chapter 5:

"Kaladin had some three hundred Windrunners at this point"

 

In chapter 10, Kaladin mentions that the one-on-one combat favors them, because the fused outnumbers the surgebinders:

“I know,” Kaladin said quickly. “But this can serve us. You’ve noticed already how they’ll hold back and attack us one-­on-­one, so long as we play by their rules. Considering how many more Heavenly Ones there are than Windrunners, I think we want to encourage this kind of encounter. Killing them is barely an inconvenience, as they’ll be reborn. But each of ours they kill requires training an entirely new Windrunner. Getting back wounded for wounded favors us.”

 

In chapter 14, Venli thinks that there will be about 100 fused once they are all awakened:
Other Voices were gathering. There were some thirty of them—­she’d been led to believe that there would be as many as a hundred, once all the Fused were awake

 

What does it mean? Does it mean that only a few fused can attend the meeting? Something is wrong in this case, since Leshwi is considered a low ranking one, and she does attend the meetings...

What does it mean? Does it mean that only a few fused can attend the meeting? Something is wrong in this case, since Leshwi is considered a low ranking one, and she does attend the meetings...

The Fused are being awakened with each Everstorm in groups. They clearly are more powerful than Regals and have more Connection to Odium and searching for willing host bodies is another factor. 

Leshwi is considered low but her Passion is rather very esteemed to be included in their meetings. Reboniel mentions that Leshwi's intent has always remained true to her Passion which Fused encourage clearly which is why she's allowed. People like Pursuer are like those made raving bulls having no point to be a part of meetings since they are...well, not right in mind anymore. I think a considerable number of Fused come back deranged. You can tell now.

Yeah, I think the best way to resolve this is "There will be as many as a hundred Voices in this meeting" once all the Fused are awakened, not "there will be as many as a hundred Fused total" once they're all awakened.

I believe Brandon answered this but it is just written a bit badly.  There are many many more then a hundred fused.  We are just talking about the voices in that passage.  Exact numbers of fused are unknown.
