Jasnah came back from Shadesmar without an overt perpendicularity. There was nothing special about the ship or the location whence she went into Shadesmar either.
Does that mean that the Knights Radiant in principle have access to Shadesmar even while Odium's forces hold the Horneater Peaks? If so, can this be used? Will they use it?

They have certainly opportunities for trade. Stormlight is essentially free to them. The Spren certainly have knowledge to give. Will they use that opportunity?

Absolutely, I feel that we will see Shadesmar as more than some mysterious mystical land. There've already been some background trade of knowledge within the book, plus human-spren relations too will be important going forwards. Roshar itself is a crossroads. There are multiple worldhoppers active there currently. The enemy base is located on another world. The two Radiant spren that are still the most angry towards humanity for the Recreance: Stoneward and Dustbringer, seem like the two Orders which will be reinstated by Heralds (for the latter, if the Shalash becoming a Dustbringer theory holds true). The history of the world, the Oathgates, one of the powers of the main cast of characters is to travel to Shadesmar. The Shadesmar won't be a background plot element, there's too much that has been foreshadowed, too much that is integral to the plot.

And this is a big opportunity for the Radiants, though they'll have to free the spren cities too, since those are also occupied

Jasnah can elsecall into shadesmar whenever she wants to.  Venli also has the surge of transportation.  Getting back as she says in OB is far more difficult and can only be done in certain places/at certain times.  Given that Dalinar can undo Honor's word team radiant could also use the function of the oathgates that allows CR travel.

I personally hope that someone goes in and stops the bottleneck of new Radiants.  Maybe also gives us a view of Lasting Integrity and the cryptic city.

Jasnah is an Elsecaller, which means she can step into Shadesmar when she wants to, once she learns how to control it. Willshapers also have the Surge of Transportation.

Well, the problem is coming back from Shadesmar. This, however, opens another question. Can Dalinar repeat the summoning of Honor's perpendicularity? That would also solve the transfer issue. This looks like a strategic issue to me

  1. Odium's forces hold the perpendicularity. Why care if you can go into Shadesmar whenever you want to?
  2. Odium may hold the perpendicularity for his own purposes. In that case attacking it over land looks like a bad option. You attack prepared positions.

Don't think so.  Remember how Kaladin summons a lot of power when he speaks ideals?  Dalinar summons a lot more which is why he had enough power to open a perpendicularity.  However I do not think he can do that whenever he wants to. 

Yes Odium's forces hold the major perpendicularity but remember shadesmar is inhabited and hostile to his forces.
