This relates to rep and people, but for someone, when I went to give them rep, it gave them rep, and their rep 'level' said "too L337 for even Hoid" or something like that. I refreshed and it went back to normal.

That's an example of a reputation level that only lasts for one specific value. Other reputation levels last for (min number of rep) upto (max number of rep)

There are two reputation levels which are only displayed for one specific number: the one you mentioned & The Torturer of Heralds

It is a group for restricting access to the reputation system, but is identical otherwise. It exists to prevent reputation abuse. Ideally I should hide it better so people don't notice its existence.

Though I will note that Oudeis, in particular, has been banned for years now.

I’m assuming they were accounts made by people who already had them, and they used them to upvote stuff on their first accounts. I don’t know, just a guess, I’m probably wrong.

Well, people who definitively have multiple accounts are just banned.

Reputation abuse would be like you getting your friend to upvote every single one of your posts constantly. Don't try to manipulate the fake internet points or else you won't get any more fake internet points! There's all sorts of ways people try to do dumb crap in the name of fake internet points and sometimes their privileges need to be revoked.
