The Real Reason For Puuli Interlude (S4 spoilers)

Grace from shardcast loves to talk about the Puuli interlude connecting it to just about every theory on the show.  This got me thinking as I reread Oathbringer and got to that portion.  In a recent reading of S4 Venli mentions that the fused know how to build towers that highstroms can't blow down for some reason.  Puuli mentions that his lighthouse has stood for a good century.  What if the purse of the interlude was just to show us that correctly constructed towers could survive highstorms somehow?
