At the end of OathBringer Odium is talking to Taravangian and mentions Dalanar wasn’t supposed to ascend. Does that mean true ascension(shardhood) or just to his position as the first of the three bondsmiths?

It sounds like a true Ascension, albeit a small one.  I don't think he held as much as was contained in the Well, for example.  But enough to now be considered a Sliver.

There's been a lot of discussion about this, and Brandon has refused to explain it. Odium says "Ascend," capitalized, so it's clearly more than just becoming a bondsmith. But that doesn't necessarily mean he's becoming a shardholder. It might refer to something in between, like a Sliver. Think of the Lord Ruler, who briefly held Preservation's power, and was permanently enhanced by that experience, but did not actually become a Shard.

Ascension has a range, I think.  You have what Dalinar did at the low end, and becoming a full, permanent Shard on the high end.  Ascension via the Well would be a bit higher than what Dalinar did, but much less than full Shard Ascension.

Either way, a Sliver is defined as someone who has held a significant part of a Shard for a period of time, so Dalinar definitely qualifies as one.
